After gaining registration, RTOs need to monitor several aspects including annual declarations, AVETMISS reporting, and marketing compliance, with validation being a major concern.

Though we've written extensively on validation, let's clarify it again. ASQA describes it as a quality assessment review.

Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.

Clause 1.8 of the SRTOs 2015 mandates that RTOs ensure their assessment systems, including RPL, are compliant with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

According to the standards, two types of validation must be conducted.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

This means we validate assessments both before and after they are conducted. This article will cover the first type—assessment tool validation.

Defining the Two Types of Assessment Validation

As mentioned earlier and in one of our previous blog posts, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, is concerned with the first part of the clause, which ensures all unit requirements are met and that workbooks are fully compliant.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

For this piece, our emphasis will be on assessment tool validation.

Steps for Conducting Assessment Tool Validation

Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.

When Should You Conduct Assessment Tool Validation?

Assessment tool validation aims to verify that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.

Therefore, any time you obtain new learning resources, assessment tool validation should be completed before students use them.

You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.

Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:

- your resources get updated
- when new training products are added on scope
- review your course against training product updates
- learning resources are identified as a risk during your risk assessment

The risk-based regulatory approach of ASQA requires RTOs to perform regular risk assessments. Student complaints about learning resources indicate it's time for assessment tool validation.

Remember, this type of validation is to ensure all learning resources are compliant before use. All RTOs should validate all unit resources.

Study Resources

Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.

Learner/student workbook – ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item exist. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates created independently from the workbook and marking guide. Validate them to ensure they are suitable for the assessment task and address unit requirements.

Panel for Validation

Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

Overall, your validation panel should have:

Vocational competencies and current industry skills applicable to the unit being validated

Up-to-date knowledge and skills in vocational teaching and learning

Either of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its equivalent

Validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

ASQA does not specify a required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools as a whole to ensure they meet the principles of assessment.

While templates of this kind simplify validation, they can introduce judgment errors due to a lack of space for comments on each assessment item.

We strongly recommend using a more detailed template to inspect each unit requirement and the assessment items that map to them. Here is an example:

Principles of Assessment
Fairness – Is equal opportunity and access guaranteed for everyone in the assessment process?

Flexibility – Are multiple options available in the assessment to demonstrate competence based on different needs and preferences?

Validity – Does the assessment test what it is meant to test? Is it a read more valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment yield consistent results each time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Fundamental Rules of Evidence

Validity – Is the evidence showing that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work belongs to the candidate?

Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?

Although these are frequently covered in VET professional development and nationally recognised training, many tools still struggle to meet these requirements.

To avoid using learning resources that do not address all unit requirements, ensure you follow these guidelines:

Lead by Example

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

nappy change

prepare bottles, bottle-feed babies and sanitize equipment

prepare solids and feed infants

respond properly to baby signs and cues

settle infants for sleep and prepare them

monitor and foster age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.

All or Not Competent

Observe the lists. As noted above, if students are asked to perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Clarify Further

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What kind of information can be included in a work package?

The answer might include:

Mandatory resources

Associated expenses

Duration of activities

Assigned duties and responsibilities

If an assessment item demands multiple answers, specify how many answers a student must provide. This ensures your assessment is reliable, and the evidence gathered is valid.

This is true for assessment items with double-barrelled questions or questions requiring more than one answer at the same time. These can confuse students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.

Answers may include, but are not necessarily limited to:

Weather conditions – isolating the work area, engineering controls, PPE

Work area and ground conditions – eliminating hazards, isolating, engineering

People – isolating, engineering controls, administration

Structural hazards – substitution, isolation, engineering

Chemical hazards – isolating, use of engineering controls, administration

Equipment or machinery – isolation, engineering controls, administration

Avoiding double-barrelled questions makes it easier for students to answer and for assessors to judge competence accurately.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” But such guarantees mean you must wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s wiser to take the safe and compliant route.
